I'd prefer keeping two separate threads, because I think the issues need separate discussion.

IMHO the strategy for this one is extremely easy: Disable facelets *only* if the context param
is set. I cannot see the use of any algorithm that kicks the facelets support away though
the developer hasn't configured the system to do so.
