In Firefox you can modify the default stylesheet and style the "select" element which the
SelectOneChoice is based on.  The issue is that the options are marked !Important so they
can't be overridden.

in [FirefoxInstallDir]\res\forms.css

find

select:focus > optgroup > option:checked {
  background-color: Highlight  ! important;
  color: HighlightText ! important;
}

Change Highlight to some other color to change hover background
