Of course not every issue is an official "vote"; discussions about
architecture, bugfixes, etc are an issue of "consensus" and not a vote,
even though people express themselves as +1/-1. But I think creating a
new sub-project is definitely an official VOTE issue.

So could you please list the actual votes, and whether the voter is a
PMC member or not?

[1] On a side note, if anyone knows a committer who has been involved on
a regular basis for a year, and is not on the PMC then I suggest
pointing this out in an email to private@myfaces.apache.org.
