I agree with the need for a different way of controlling the DOCTYPE. 
I spent about a day trying to make <tr:document> produce an XHTML doctype rather than
HTML 4.01. The solution was to set the contentType attribute of <f:view> to "text/xml"
or "text/html+xml". That however caused the browser (IE 6 and FF2.0 alike) not to render the
page at all, but rather try to save it. So there was no win.

In the end I settled for the HTML doctype. So this proves that the mechanism is not right
and should be changed. Perhaps there could be an attribute for <tr:document>
