The ParameterResourceProvider do not encode the value which will be later used by the browser
for subsequent requests.

This means that values with special url characters like "#", " " etc are destroying the url,
the request will fail.


The proposed solution for now is to use java.net.URLEncoder to encode the value using the
response writer charset, or UTF-8 if it is not set.
