Tag stylesheet always renders a tag HTML link with an attribute href whose value is calculated
 in the following way:

<link rel="stylesheet" type="text/css" href="CONTEXT_NAME + PATH_VALUE" />

CONTEXT_NAME = name of the web application context.
PATH_VALUE= value of the attribute path of the t:stylesheet tag.
Thus It's impossible to specify css outside of the web application.  In my opinion if PATH_VALUE
is a full http address (for instance it starts with http) tag stylesheet should not prepend
the context name.
