I just ran into this problem.  This should definetely be an error when required="true", otherwise
I'm not sure what purpose the "required" attribute serves in this case.  There are many situations
where a selectOneRadio will not initially have a value, and the "required" attribute is needed
to trigger an error if the user does not supply one.

I'd look through the source code and try to help with a fix, but I did that with another bug
last November and the bug is still marked as Open.  So, I don't know if it will help for me
to try again, but I'm very willing to help out if it will do some good.
