There are some problems with the new improved normalizedCapacity(), these were not discovered
with the sanity tests because not all cases were covered.
For example:
normalizing a negative integer (bigger than MAX_VALUE) will return 0, and not MAX_VALUE as
the javadoc says.
normalizing 1 will will return an invalid normalized value of 0
