The proposal here is to add a timer for both Mesos Containerizer and Docker containerizer to monitor latency distribution of pulling images.

This can be used for operators who operates either containerizer in production, and used for migration phase to understand performance variation if any.

I plan to use one hour look back window for this timer, unless there is other concern.
