[~tnachen] This is the dependency chain (some are soft and some are hard deps)

persistent resources --> framework persistence --> framework update

As you might have seen in the design doc attached to MESOS-703, we need to figure out how
to update a role of the framework. It will be easier if we allow multiple roles. Of course,
we could just disallow "role" updates but with persistence that would be a bit sucky for frameworks
to not be able to update their role without restarting as a new framework.
