Ah, the various online tutorials for this failed to specify which XML
element the plugin configuration should be nested under. This works for me:

  <build>
    <plugins>
      <!-- Exclude javadocs for Thrift -->
      <plugin>
        <groupId>org.apache.maven.plugins</groupId>
        <artifactId>maven-javadoc-plugin</artifactId>
        <version>2.9.1</version>
        <configuration>
          <excludePackageNames>*thrift*</excludePackageNames>
        </configuration>
      </plugin>
    </plugins>
  </build>
...
