the packaging is `jar` not `test-jar` there is only one artifact with
`test-jar` packaging, namely the `test-jar`

You want to use

<include>org.apache.juddi:**uddi-tck:jar:test-sources</**include>
<include>org.apache.juddi:**uddi-tck:jar:test-javadoc</**include>

Not a bug
