Don't think there's a plugin that does just that.
Maybe using an ugly combination of dependency:unpack (
http://maven.apache.org/plugins/maven-dependency-plugin/unpack-mojo.html)
and using a fake dependency using systemPath.
Or maybe using the assembly plugin.
