Thanks for the pointer?  are you talking about plugin registry?  It
seems this feature is not recommended ( i have not dig deep into it
yet )

btw, specify full plugin is not desirable ( ie mvn
groupId:artifactId:version:goal )

more suggestion is greatly appreciated.
