Subject omitting -tests.jar for pom modules

Make a top parent that does not have this entry.
Then make a second-level parent (that inherits from this top level one) that
does have this entry.

Then inherit from one or the other, depending on if you need this specific
functionality or not in a project. Remember that aggregation is not the same
as inheritance. So a project B can be a module of project A and yet B's
parent can be project C.

I am unaware of any way to do this with some automatic way as you've
requested.
