Two or three choices from my perspective...

1) Move the sql-maven-plugin declaration into one of the modules,
rather than it being in the parent.
2) Move the s-m-p declaration into pluginManagement in the parent and
only declare it in <build/> in one of the modules.
3) Use the <skip/> parameter of s-m-p and configure skip=true for all
modules except one. If this parameter does not currently exist, hack
the sources to add it and contribute your patch back. The skip idiom
is pretty typical in Maven plugins.
