The way to put jar + dependencies jars in one folder is:

<assembly>
<id>bundle</id>
<formats>
<format>zip</format>
<format>tar.gz</format>
</formats>

<includeBaseDirectory>false</includeBaseDirectory>

<dependencySets>
<dependencySet>
<outputDirectory>/</outputDirectory>
</dependencySet>
</dependencySets>
</assembly>
