Are you sure it is the deploy that is the problem?

There is currently a bug in the maven-site-plugin that causes a module to fail to find its
site.xml file if mvn was run in a parent directory.

So if you have a directory tree with a pom that uses <module> tags to point to modules
in subdirectories, "mvn site-deploy" will NOT work when run in the parent dir, but will work
when run in each child directory.
