Try adding this section to the repository definition above.
(see http://maven.apache.org/maven-model/maven.html)

          <snapshot>
            <enabled>true</enabled>
          </snapshot>

e.g.

   <repositories>
     <repository>
       <id>codehaus-snapshot</id>
       <name>Codehaus Snapshot Repository</name>
       <url>http://snapshots.maven.codehaus.org/maven2/</url>
       <snapshot>
         <enabled>true</enabled>
       </snapshot>
     </repository>
   </repositories>


I think by default snapshot is disabled.
