You must define the tagBase directory like this :

mvn -DtagBase=file:///[pathToSVNRepos]/tags/ release:prepare

Generally, in a svn repo, you have this structure :
SVNRepo
   branches
     branch_name
       your branched code
   tags
   trunk
     your source code
