I had to do this too and used::
<repositories>
<repository>
<id>CWB</id>
<url>file:///C:/cberry/work/3rdparty-repo/</url>
<layout>legacy</layout>
</repository>
</repositories>
 Note the /// on windoze. And note the trailing /
