The solution is written all over the place (Maven User Guide).
<project default="release" xmlns:j="jelly:core" xmlns:u="jelly:util"
xmlns:ant="jelly:ant" xmlns:maven="jelly:maven" xmlns:deploy="deploy">

	<goal name="copydependencies">
		<echo>Copying Dependent Jars</echo>
		<mkdir dir="${maven.build.dir}/lib/" />
		<deploy:copy-deps todir="${maven.build.dir}/lib/" />
	</goal>
