All API are in maven-scm-api. You can use it directly and you need in your classpath a provider
and 
eventually maven-scm-plexus-manager.

You'll find sample usage in maven-scm-plugin sources 
(http://svn.apache.org/repos/asf/maven/scm/trunk/maven-scm-plugin/) and in maven-scm-client

(http://svn.apache.org/repos/asf/maven/scm/trunk/maven-scm-client/).
