another issue 

- want to be able to pass the outputDirectory and possibly some resources to the report, and
the option of not having a sink so that apidocs and other reports that generate their own
HTML can do that.

There may also be multipage reports later, which will in effect be similar. Perhaps the report
needs to be able to create sinks - so would take a sink factory instead?

All of the above are noted at the relevant places in the code.

Description:
For m2 plugins that perform the task of producing output for the generation of reports I want
a standard API so things like transformation to xhtml is easy as well making things standard
like RSS production or anything else we wish to add across the board for reports.
