Description:
There isn't any real reason for overrides.xml beeing a pom.

It's not the right way to set the maven.repo.local and other parameters as it in reality is more a question of configuration than pom overrides.

While working on MNG-90 I ran into a big problem because the pom went through the inheritance assembler one more time than there was poms in the chain causing a extra element to be added to the scm path.
