This is because maven doesn't have a list of all the installed plugins yet. When executing

 m2 plugin:goal 

it will try to download the artifact called 

  /maven/plugins/maven-${plugin}-1.0-SNAPSHOT.jar

after the artifact is downloaded it will discover any plugins inside it and then execute the
goal.

Maven will eventually have some form of list of all plugins.

The 'm2 -g' command will not display any goals. The reason is that the DefaultPluginManager
never tries to load any plugins.
