Right now it is the responsibility of the plugin (and not Maven itself) to decide whether
it should be executed or not. With that in mind and reading your description I'm not sure
what you mean with the "something" that you want to be fixed in Maven.
In this case it might be interesting to attach a recording to understand your problem.
