In order to do the switch can I bump checkstyle plugin version to 3.1.0 and drop the strict
requirements of jdk 7 ?

The plugin will work on java 7 but the users will need to downgrade checkstyle

yet the latest version of checkstyle (3.0.0 of January 2018) still says I should use that
version of 2016 which has the dummy rule that com.google imports should come first.
