This is an issue. The {{xml:space}} applies only to the configuration section of a plugin.
The issue you seem is caused by [this|https://github.com/codehaus/modello/blob/b793290837a55107ee2e8f2a3015aedc01db3156/modello-plugins/modello-plugin-xpp3/src/main/java/org/codehaus/modello/plugin/xpp3/Xpp3ReaderGenerator.java#L796].
