Just tested on Windows 7 cmd, it is not able to display the extended tokens.

I would propose then that given issues with cmd/git bash on Windows that we enable extended
tokens by default only on non-windows operating system.  I realise this introduces a (small)
inconsistency across platforms however I think it is worth it to improve the user experience
of users on non-windows platforms, and would bring us level with the likes of NPM.

> Now that MSHARED-615 has been merged I would like to propose that this be made the default
behavior.  By this point most developers have unicode-compatible terminals and given the extended
characters make the tree more readable it would be nice to have this as the default option.
