> Currently the "id" tag is set on the block tag when starting the body. As a result, if
you're viewing the toc or bookmarks and you click on a chapter title the document scrolls
to the top of the body with the chapter title scrolled off the top of the screen.
> By setting the "id" on the block that starts the chapter heading the page will scroll
to a point where the chapter title is also visible. This provides a better visual clue to
the reader that they arrived at the desired location.
