I can confirm this behaviour.
It does not matter whether a testng.xml is used or not.
For Java 1.6 compatibility reasons I am using TestNG version 6.8.21 with version 2.19.1 of
the surefire plugin.

Unfortunately I cannot share any sources, or the pom.xml.
Running the tests from within an IDE works flawlessly, however.

The tests are also recognised by the surefire plugin. Yet zero tests are run, since the @DataProvider-Annotations
are ignored.
This results in Tests run: 0, Failures: 0, Errors: 0, Skipped: 0
