Did you read about the order of declaration having a meaning somewhere? It would be great
if you could provide pointers to that here. A quick peek at the Maven website does not show
that is documented anywhere. Does not mean that information is not provided somewhere. Whatever
this issue leads to, it will need to be documented to stop people from relying on some implementation
detail documented/specified nowhere.
