This bug certainly has my attention :)

I had a quick look yesterday and there might actually be something in how we encode the output
from the fork that is spooled back to the actual plugin, it does not look entirely correct
- even on oracle JDK.

(I do "mvn -X -e test" inside your project and look for the phrase "Forking command Line".
This allows me to pick up the actual java incantation that starts the fork, and also allows
me to look at the encoded output from the fork. On my machine right now I  can re-run the
following command:

c:\java\jdk1.7.0_21\jre\bin\java -Dfile.encoding=UTF-8 -jar c:\surefire-encoding-test\target\surefire\surefirebooter3824531682507406949.jar
c:\surefire-encoding-test\target\surefire\surefire7318311038042376446tmp c:\surefire-encoding-test\target\surefire\surefire_08096983680892074894tmp

If you can capture this output from the IBM jdk7 version and any other "working" version,
it would be extemely interesting to know if the output is different;
it should be identical to the last byte.
