yeah, documentation is wrong: this href attribute doesn't exist either now (see http://maven.apache.org/doxia/doxia-sitetools/doxia-decoration-model/decoration.html#class_menu)
nor in old 1.0.x Doxia (see http://maven.apache.org/doxia/doxia-sitetools-1.0.x/doxia-decoration-model/decoration.html#class_menu)

I suppose this is a typo nobody reported yet
