I solved this problem in a very specific way for my use case (maven-reactor-plugin) with the
following Perl tidbit:

use XML::XPath;

my $xp = XML::XPath->new( filename => 'pom.xml' );

my $packaging  = $xp->findvalue('/project/packaging') || 'jar';
die 'Packaging is POM, nothing to do.' if $packaging eq 'pom';

my $groupId    = $xp->findvalue('/project/groupId');
my $artifactId = $xp->findvalue('/project/artifactId');

chdir '..' or die 'Could not CHDIR to parent.';

system "mvn reactor:make -Dmake.artifacts=$groupId:$artifactId"
