Please note that the group id is never {{org.apache.maven.plugins}}. In case you tried to
invoke the plugin from the command line without a POM that contains a configuration for the
plugin, you need to add

<pluginGroups>
  <pluginGroup>org.mortbay.jetty</pluginGroup>
</pluginGroups>

into your {{settings.xml}} to make Maven search the Jetty group id when resolving the plugin
prefix "jetty".
