Additionally, maybe multiple plugins could be skipped by passing a comma separated list. 
Like this:

mvn -Dskip.plugins=org.apache.maven.plugins:maven-surefire-plugin,org.apache.maven.plugins:maven-jar-plugin

The same syntax could be applied to skipping individual executions.
