After stepping through, it's actually ArtifactRepositoryMetadata.isSnapshot always returning
false when queried by DefaultRepositoryMetadataManager.resolve.  In turn, this is called by
MavenMetadataSource.retrieveAvailableVersions from DefaultArtifactCollector.recurse when artifact.getVersion()
== null, i.e. when ranges are being used.
