It seems that this is becoming a more common issue. From what I can tell, either the metadata
download is failing (network problem), or else the file itself doesn't exist on the server.
In either case, Maven is gleefully writing a new metadata file that contains 'LATEST' for
the main <version/>, which should never happen.

In 2.1, we should look at separating the meta-versions like RELEASE and LATEST from real versions,
to avoid the need to correct for this sort of situation. For now, it might be a good idea
to refrain from writing a dummy metadata file in the local repository when representing a
remotely retrieved piece of metadata...will look into this more later.

*As a workaround*

You should be able to traverse in your local repository to the plugin's artifactId folder
(org/apache/maven/plugins/maven-archetype-plugin in this example), and remove maven-metadata-*.xml.
When you re-run the build, it should restore these metadata files from the repositories, and
should resume normal functioning.

to use the archetype plugin to create a new project skeleton, the suggested command line fails
as below.
