What is this plugin and its 'descriptor' goal for? Where can I found some docs?

When included here it tries to do something with main project (creates 'target' directory,
adds some strange log messages). When excluded everything went ok for me. Why adding it has
side effects? Can you do something to avoid them? Why on the other hand removing it doesn't
produce build errors?
