You're right, my bad. I just re-read the details in Stephen's original mail.

So I'm also:
+1 for pre-releases, dropping everything to reuse numbers is not worth the
hassle
-1 for actual releases: it would create more mess imo for end users if
there's many bizarre jumps in numbering
