To say it very precisely:
I have

...
<reporting>
 <plugins>
   <plugin>
    <groupId>org.apache.maven.plugins</groupId>
    <artifactId>maven-javadoc-plugin</artifactId>
    <version>2.5</version>
...

I do not even think that it is a bug that the commandline
is not affected by the version in reporting-section.
IMHO it should only be affected by the version in
the build-section.
It is just the problem that a user might not think
that he has to modify his pom in order to be able to
invoke a new goal documented on the web on the comandline
or to use this extraordinary greedy syntax.
At least for me it took a little while until I got it
and many users might have less insight of maven.
