I believe this is a parameter for the plugin configuration itself.  For
example,

<project>
  ...
  <build>
    <plugins>
      <plugin>
        <groupId>org.apache.maven.plugins</groupId>
        <artifactId>maven-resources-plugin</artifactId>
        <configuration>
          ...
          <outputDirectory>foo/bar</outputDirectory>
          ...
        </configuration>
      </plugin>
    </plugins>
    ...
  </build>
  ...
</project>

outputDirectory is a plugin configuration parameter.
