These are Active Directory parameters.  Please read
http://manifoldcf.apache.org/release/trunk/en_US/end-user-documentation.html#sharepointadauthority.

The Domain Controller Name is the fqdn of your domain controller.
The Domain Suffix is the part of the user name (user@domain.com) that must
match in order to send the request to that domain controller.  Leave this
empty to match everything.
Administrative user and password are the Active Directory credentials
needed to access the domain controller and request information.
You get this information from your Active Directory administrator.

The name is completely up to you.  You simply have to be sure that both
authority connections and your repository connection share the same
authority group.
