This requires an infrastructure change.

The infrastructure change requires the use of a different constructor when property control
over max lru count is desired for a class of cached object.

I've looked at the places where BaseDescription is extended, and in no case did I find a compelling
case for using properties to control LRU max size.  So I've left those alone.
