[~schuch]  The requirement comes from our very-security-conscious clients, and was present
from Day One of ManifoldCF, even before it was contributed to Apache.  The user permissions
that must be granted to the crawling user basically would have to be significantly greater
to allow writes.  But, more importantly, if the code has the *capability* of writing to the
repository, there's a whole different adoption decision that people make.
