Unfortunately I simply *cannot* get the forbidden APIs ant target to find any files to check.
 The jars are in the correct places, and my filesets refer to them fine, but even when I explicitly
list them it doesn't find anything to check.

Since I'm trying to get an RC out today, I'm seriously thinking of removing the target and
planning to put it in for the next release.
