Yes, that's why we provide a separate target for dependency download (ant make-deps and ant
make-core-deps), and also package a -lib distribution.

bq. Out of interest, what is the reasoning behind it? Is it simply for saving storage space?

I honestly don't know, only infra can answer that.  Space conservation on Apache mirrors may
be the reason.  But you can always get at old artifacts via archive.apache.org.
