The core Scala has been changing a lot lately due to abstracting it from Spark dependencies,
and maybe other reasons. It would help if we could get up to the minute Scala docs published.
The docs can be build locally by going into each scala dir and running 'mvn scala:doc' then
browsing files in target/site/scaladocs. So the pom are ready for this but I don't know how
the Javadocs get published by Apache.

No idea where to start on this. I can push it if someone can advise. Is this an Infra issue?
